Hansine B. Fisher, MSW

President

Ms. Fisher provides consultation and technical support to state and local governments and community-based organizations. She has worked with health, mental health, juvenile services, child welfare, and education agencies to improve services for vulnerable populations through the maximization and flexible use of federal revenue, systemic reform efforts, outcomes-based management, and improved documentation and reporting systems.

In recent years, she has worked closely with state and local governmental agencies to develop and implement comprehensive systems for federal claiming, including the use of web-based time surveys and fiscal and program documentation that is in compliance with all state and federal audit requirements.

Her experience has focused on the use of EPSDT for the reimbursement of treatment services, Targeted Case Management for school and community providers, Title XIX Medicaid for school-based health services, and Medicaid administration as a reimbursement strategy for outreach and linkage activities.

Ms. Fisher received her BA in English literature from Pomona College and her MSW from Adelphi University.

Carolyn Riemann

Senior Program Manager

Ms. Riemann works closely with clients, managing project operations, facilitating project workflows, and timeliness with clients. In addition to managing project operations, she specializes in preparing written documentation such as manuals and training guides in accordance with state and federal policy, quality assurance reviews, and coordinates the Technical Services team regarding the design and implementation of HFA’s web based applications.

Ms. Riemann’s experience includes overseeing the implementation of Medicaid Administrative Claiming in local health districts, local school districts, and other public agencies. Ms. Riemann facilitates a statewide steering committee, and coordinates the development and management of resource materials. She works on projects related to Targeted Case Management. Ms. Riemann has worked on projects related direct service billing for Title XIX Medicaid school-based health services, where she oversaw the daily operations, provided technical assistance, and trained on billing software.

Ms. Riemann graduated magna cum laude with a BA in English literature and a BA in Spanish literature from the University of New Mexico in 2004 and will complete her Masters in Public Policy from Oregon State University in 2022.

Hilary Morgan

Project Manager

Ms. Morgan provides technical assistance and quality assurance for senior HFA staff, while also assisting with data management and data analysis for various projects. Her experience has focused on project support for Targeted Case Management and Medicaid Administrative Claiming in local school districts and other public agencies.

Ms. Morgan received her BA in English from the University of Colorado and has also worked as a high school English teacher in Panama, Turkey, and Colorado.

Jasmine Hill

Accountant

Ms. Hill provides financial reporting based on the fiscal data of our clients. She creates and reviews documents in accordance with government regulations.

Ms. Hill received her BS in Accounting from Grambling State University (2013) and MS in Professional Accounting from Colorado State University (2016).

James Adney

Lead Technical Specialist/Programmer

Mr. Adney manages the design and implementation of web-based applications, working closely with senior HFA staff to develop systems to efficiently meet client needs and comply with state and federal policy. Mr. Adney specializes in interface design and the user experience. He has created a fully automated online invoicing system for Medicaid Administrative Claiming and highly customized web-based random moment time surveys.

Mr. Adney received his BS in General Science from the University of Oregon in 2011.

Eugene Efremov

Technical Specialist/Programmer

Mr. Efremov assists in the development of the RMTS systems, manages infrastructure and databases. He has worked on closed-source systems governed by federal regulations, as well as internet-scale SAAS offerings.

Mr. Efremov received his BS in Computer Science from the University of California (Davis) in 2001.

Jill Reynolds

Project Support

Ms. Reynolds provides administrative assistance and tracking for senior HFA staff, while also assisting with special projects, process monitoring and communications. Her experience has focused on project support for Medicaid Administrative Claiming in a variety of school districts, regional healthcare entities and other public agencies.

Ms. Reynolds received her BS in Journalism from University of Oregon.

Elisa Mack

Administrative Assistant

Ms. Mack provides administrative assistance for HFA contracts. Her experience has focused on data entry, data analysis, invoice reviews, quality assurance, file management and other administrative duties.

Matthew Schuster

Administrative Support

Mr. Schuster provides clerical support to HFA staff. He assists with organizing clerical projects including providing administrative support, data entry, and other miscellaneous supports that arise from HFA contracts.
